It's even worse than that. Venezuela is most a JUNGLE ... not exactly the best operating environment for tanks (as the US learned in Vietnam).
So the main purpose of the tanks will probably be MOUT (Military Operations in Urban Terrain). One small problem: Russian tanks like the T-72 carry a significant portion of their fuel EXTERNALLY - in big barrels strapped to the rear ends of the tanks.
So imagine a scenario where the tanks are being used to suppress urban opposition, where the troops are taking cover behind the tanks to avoid enemy fire ... and the tanks take a hit and go up like Molotov Cocktails.

I think that in this case you may have underestimated the evil Mr. Obama. The arming of Chavez is entirely in keeping with his determination to communize Latin America. Never forget his teaming up with Chavez and Zelaya to turn Honduras — or most faithful ally in Central America — into a Marxist state. That was an important plum for Obama. When the Honduran people fought back (thank God), it stymied the Obama-Chavez game plan. Now, Chavez — with Obama’s backing you may be sure — is taking another tact.

Colombia at least but I;m not sre the tanks would be much of an offensive threat because the border region is kind of bad terrain for a tank if I read the map right.
