What evidence can be used to prove that he must be lying about when he discovered he was a homosexual?
And, is the government entitled to try to prove that the guy really isn't a homosexual and should not be relieved of his obligation to serve?

The law should be “no homosexuals in the military” whether they “discover” themselves later or not.
And if it is explained that any future “discovery” of “homosexual identity” will result in dishonorable discharge and reimbursement for all education and training, it would certainly weed out liars.
