Lets just stick with the Hartley issue. They were in Mexico in a known area of drug running... they knew the score.
US law enforcement can and will deal with crime in the US, regardless of the perps race.

They LIVED in Mexico. And, Reynosa is right at the heart of the drug running. They may have underestimated the degree of lawlessness in the whole area, but good grief, they were jet-skiing on a lake. They weren’t going into the hood and singing Toby Keith songs - they were in a recreational area on jet skiis. There were probably quite a few other people out at the time, too.
And, apparently at the time of the shooting, they may or may not have been in Mexico.
