In this short clip from the last City of Bell Councilman meeting (cancelled due to lack of attendance by city councilman), City Attorney James Casso tells Councilman Velez to be careful what he says due to Brown Act regulations. It is also revealed that James Casso is rubber stamping public records as "Attorney Client Privilege" so as to withhold from residents even the actual spending by the city. Such actions by Casso inhibit citizens from tracing potentially illegal spending by the City of Bell.

He has no quorum, they can’t meet, it’s that simple. The City Attorney tried to accomodate the audience’s desire to vent, when he should have just shut the meeting down and left. They, and the one remaining Councilmember could have then gathered outside and stroked each other all they wanted to.
...and, by the way... the warning to be careful about violating the Brown act is well taken. A meeting with no quorum can take no action and make no committments. There’s a legit explanation for the attorney-client position, but without more info as to just what public documents he’s withholding, it’s difficult to tell whether it’s proper. Overall, what’s on display there is 8 minutes of Alinski-style “community involvement” AKA mob action.

This is nonsense. There are zillions of ways to track this.
