The issue Justice Thomas was “evading” was whether the chairman of the committee he was testifying before was eligible to become president. You see, Chairman Serrano was born in Puerto Rico (not one of the 57 states). The chairman and Justice Thomas have a running gag between them about the possibility of Serrano running for president that predates Obama.
