Which legislative, judicial or administrative body specifically denied a petition on the basis of this part of the statute or provided a counter-interpretation?? An appeal to obliviousness or inaction doesn’t exactly address the point in question.


Has the Department of Health released a copy of Obama’s original long form under a UIPA request? If not, then its fairly obvious which administrative body has specifically denied a petition on the basis of that part of the statute.
The Hawai’i Department of Health is an administrative body. Since their judgement has not been successfully challenged in a judicial or legislative body, that is where the issue sits.

The denials I've seen have been based on 338-18 part b, with no mention of the UIPA. Feel free to show otherwise. You suggested they interpret the part of the UIPA that I quoted differenty from what it says, but you haven't actually shown this to be the case.
