A quake at New Madrid acts differently than any in CA. The land is much harder, and less pliable. As a result, it takes much less of an earthquake to produce damage than it does in CA, given the same building codes.

That is why a New Madrid quake was felt in Boston, while the 1989 CA quake didn't come close to the area affected.

That being said, you are correct--a 3.0 is pretty small.
