“County Boards of Elections have reported to our office that UOCAVA ballots have been transmitted to voters within their respective jurisdictions except in the City of New York, and the following counties: Erie, Niagara, Putnam and Westchester.”

Erie country went HEAVILY Paladino in the primaries and Buffalo is in that county and has a decent sized population.

Niagara county is right next door and it wouldn't surprise me if IT went for Paladino as well.

Two very strategic countries to neglect the ballots for.
