That thought crossed my mind, too. I reckon someone somewhere is checking the chassis height on the carrier vehicles against an empty one and the amount of 'squat' in the tires...just to see how much weight is involved, here.
I believe all of their missiles are liquid fueled anyway, so they would have to parade them around empty.
NoKos are accomplished sneaks, and it would not be difficult to gin up a passable fake that is mounted on a carrier. They go to a tremendous amount of effort to make statements and I don’t put a stunt like this past them for a moment.
