The word illegal has been usurped in most of the media by the word undocumented.

A lot of these illegals do in fact have documentation it's just that it has been illegally obtained.

The appropriate phrase for this category would be illegally documented illegals.

But if the documentation is illegal then its not actual documentation which implies legitimacy so you end up with the correct phrase if you follow me.
