Good question. It seems that they've completely forgotten about LA, San Francisco, New York, Miami, and dozens of other cities. I'm not saying that these are not bad neighborhoods - 55th and Scovall in Cleveland is well known to locals, as are many other neighborhoods.
I think this story is more about violent crime. Detroit may be worse than most, but living here for 4 years I can tell you that Detroit is a more a den of thieves than a den of murderers and rapists. Keeping everything well locked up makes Detroit almost “safe”.
