Just a guess but I believe you’d have to be registered and licensed as a weapons importer. The gun shops I’ve spoken with do not buy their foreign made guns direct but go through the importer.

Immigration and Customs Enforcement, ICE, would be the place to ask. You'll have to make a declaration for Customs, IIRC. They probably have some procedure that a NICS check is done.
