So, get this.. “Space.. the final frontier” made it into State Dept.’s Rose E. Gottemoeller’s remarks to the Disarmament and International Security Committee of the United Nations General Assembly. She talked START, she talked Comprehensive Test Ban Treaty (CTBT), Chemical Weapons Convention (CWC), Biological Weapons Conventions (BWC), Fissile Material Cut-off Treaty (FMCT), and then she had this to say about our official Space Policy:

(Remarks) In late June, the new U.S. national space policy was released by the Obama Administration. This policy reaffirms a commitment by the United States to cooperate with other nations to maintain the freedom of space and thus to enhance the welfare of humankind. The policy recognizes that all nations have the right to use and explore space, but with this right also comes responsibility.(more at link)

I’d no idea the US had a monopoly on space. A little more digging tells me giving up NASA was part of US Science Diplomacy. There exists HR 4801 from March ‘10:

(CMTEE on Foriegn Affairs) Global Science Program for Security, Competitiveness, and Diplomacy Act (H.R. 4801) would establish a program to provide grants to U.S. and foreign scientists, expand existing academic exchanges, strengthen the research infrastructure and curricula of institutes of higher learning in eligible countries, foster cooperative work on nuclear nonproliferation and encourage free or low-cost access to science journals on the Internet. With this little nugget defining “eligible country” embedded in the bill:

1) ELIGIBLE COUNTRY. — The term “eligible country” means –

(A) a country classified by the World Bank as either lower-middle-income or low-income economies;

(B) a country located in the Middle East;

(C) a country with a majority population of Muslims; or

(D) any other country as determined by the Secretary of State.

Reminds me of Kerry’s International Professional Exchange Act of 2010 that will draw workers from Muslim-majority countries. ..If we keep this Administration and Democratic Congress, we’re so screwed.

We therefore call on all nations to work together to adopt approaches for responsible activity in space to preserve this right for the benefit of future generations.

We are so screwed. This is an outrage. Let's just give a bunch of money to countries in the middle east, regardless of how much oil they have.
