This started out as a discussion regarding reduced gas tax revenues because cars were getting better MPG’s, specifically the Prius.

I don't recall if Oregon ever came out and said a road use tax will replace the gas tax.
I’m guessing it's going to be in addition to, rather than a replacement.

At the conclusion of the pilot program, 91 percent of pilot program participants said that they would agree to continue paying the mileage fee in lieu of the gas tax if the program were extended statewide.”
