Thanks. There’s no other mention of it, so my guess would be that it is for sod repair. The Park Service has gotten quite fussy in recent years about maintaining the grass. They require expensive rubber mats to protect the grass from heavy equipment and vehicles.
They may have cleaned up the Mall, but there’s still plenty of trash left in DC.
