What the hell does this mean? Smoke only comes out from something when it's BURNING, this is the definition of a fire.

No, smoke often comes out of something when it's smoldering ... a "fire" would imply open flames. Wiring in particular can overheat and emit smoke without ever actually catching fire.

Smoke is what make electronics work. Once the smoke escapes, they no longer work.
