I would think other people's receipts are worth gold. They could buy the same items using their EBT then return them for cash using the other receipt.

(Someone has) Seen bodega owners ring an empty sale, cardholder puts a pin and gets about half of it in cash. The rest is probably adjusted by the owner later, 95% of their sales are cash so it’s very easy.
