They are not in an "irregular situation", they are here illegally.

That means that local governments must protect illegal immigrants’ “fundamental rights,” including the right to be free from “arbitrary arrest or detention” …

Arrests and detention pursuant to their breaking the law are not arbitrary.

Illegal aliens must also have economic, social and cultural rights, which include health, adequate housing, education and favorable conditions of work,” according to the U.N.

These rights are to be properly pursued in their home countries.
