Why would SS send Whitman the letters, the maid was hired from an agency. Wouldn't the agency get the letters of warning.

Why would SS send Whitman the letters, the maid was hired from an agency. Wouldn't the agency get the letters of warning.

My understanding is Whitman had to fill out the 1099 which included the bad SSN.
