A normal person would offer the leaseholder a financial incentive if he wanted use of the home back. Of course, this Rahm guy is nothing like a normal person.
Can anyone say “ransom?” Tenant is probably waiting to be bought out, and meanwhile the apartment is hostage.

I agree with the couple if they signed a lease stating they had to pay rent for a specific amount of time. If they left early, they would still be responsible for paying. So, either offer a financial incentive or find another place. No tears from me.
It’s been my experience that a landlord may evict when he needs to occupy the premises himself, as in a primary residence.
But I’ve never been a landlord in Chicago.
