Shooting a guy face down on the ground isn't, um, overkill?

C'mon guy. The first two shots took him down. 5 more? One through the buttocks?!

They weren't looking to stop him as he wasn't doing anything. 7 shots mean to kill.

I never denied they shot to kill. They did. Is it advisable to shoot-to-wound under threat from an armed man under the influence?
