BTW, if the "levels" ~ that is, "rates" of drug use were the same among black and white youts' then the judges would see an enormous flood of whites in their courts and about every 7 perps would be black.

Again, just to remind you, your own stats show very similar levels of illicit drug use e.g. 9.2 percent for blacks versus 8.1 for whites.
