Here’s what this is for. To confirm kids in an abnormal sexual “identity” if they exhibit the slightest doubt or hesitancy. Once a kid is branded, there is no going back.
Since this obviously will not be used just for data collection, it will be used to identify and stamp a big mark on a child as “not normal - special treatment.”
Then the kid will NEVER be able to have a normal sexual development.

Off the top of my head, I'd say this has a few goals:
more divide and conquer,
use the info to link any childhood problems with the "labeled identity" thereby require more all sorts of new laws and programs for the chillrin,
remove more parental authority and give it the "authorities"
