Close Entire Departments. (Education, EPA, etc)
Force Congress and Senate to telecommute most of the year from their home district under the thumb of the electorate and away from the lobbyists.
Can you imagine the reduction in cost of the government? And it would change the center-of-gravity of the Federal Government.
And then start in your local districts, counties and states. Quit accepting Federal matching funds. Make sure your local governments fulfill their assigned functions well and efficiently before considering anything new. Keep as much power in the smallest form of government as is possible.
