The Army Corp of Engineers already has control over virtually anything that runs or holds water for any part of the year. It is considered a “wetlands” and must be protected. I submitted an application to the ACOE in June of 2007. After countless phone calls and emails we gave up getting a response. The project has been dead for 2 years now. In July 2010, a gentleman called me from the ACOE and asked the status of the project. I had to wait 2 days to cool down before I called him back.

You should have told him you completed the project last year.

You would have had a bureaucrat on your doorstep the next day.
