Is 'sovereign nation' really the right term?

It is, in the whacky world of government. The "sovereign" nature of indian reservations is a legal fiction kept in place to save face all around. If they were truely a "sovereign nation", they wouldn't be getting welfare, food stamps, and all kind of other federal goodies.

Indeed. More like “wards of the state” than “sovereign nations”.
