In principle, helping Brazil harvest more oil for itself can still help the US because oil is fungible — what Brazil doesn’t buy, the US can. It helps oil prices ease.

But it certainly can’t be called a “green” move and it puts the lie to the supposed “green” ideals of the Bummer admin.

Also, the wishes of the Rat Congress need to be taken into account when talking about budgets. It takes three to dance this tango — the president, the House, and the Senate. And the House is critical because budgets have to originate there.
