Why tax a persons habit?Because it's a hard habit to break, thus a reliable source of income if they can just figure out how to enforce it.

Why tax a persons habit?The ink was barely dry on the U.S. Constitution before the Fed's decided to tax whiskey. George Washington summoned up the army and risked civil war to make that point. This crap is as old as the hills.
