Cut the taxes on the rick and tax the hell out of the poor!!!
The poor are the ones using all the money, make them pay for it!
The rate by definition pay more in taxes (and sales taxes). Why should their rate be higher? There should be the same rate for everyone. You earn more, you pay more but at the same rate.
