Well, duct tape is probably more effective, but you can’t rip velcro apart without making a godawful racket.
It’s a good idea to make their clothes out of one side of the Velcro, and glue the other side to the walls, ceilings, cabinets, etc. If they bounce on the beds or run and slide across the kitchen floor, problem solved.
