Probably because it’s the area of the US where the climate is most similar to Moscow and European Russia;)

Could have something to do with it.

It stems from before the Russian revolution. Chicago was the labor union activist hub (see the Haymarket Square Riot).

One of the instigators, though he immigrated from Russia to New York, was Billie Ayers & Bernie Dohrn's charge Chesa Boudin's grand uncle -- a big-time Russian Communist organizer in the early 20th Century.
