As I understand it there are lots of little fees and taxes picked up by trucks that the rest of us never see. Things like licensing fees, super high ticket costs etc.

Of course, the subsidy isn't just for trucking--it's for anyone using the highways. Gasoline taxes don't cover the costs. So it means that there's no true "free market" between modes of transport. If the subsidies were cut, rail would be more competitive. And this goes for air service, too, where taxpayers--not ticket buyers or air-freight users--pay to build airports, employ ATCs, etc.
