This was from the compliance fund - it could not be used for regular campaign expenditures and he was capped in the amount he could spend since he took the matching funds. It's really shocking that this much was donated to a compliance fund - no way it was all needed for that purpose. After that campaign was over it could be transferred to other campaign accounts. Essentially, it appears McCain set himself up a slush fund to be used later since it could not, in fact, be used for the 2008 race unless compliance expenditures really went out of control (not exactly likely)...although I guess it could have been transferred to the 2012 race had he been elected so I don't want to get too conspiratorial...but still, it shows Mr. Campaign Finance Reform used a huge loophole to funnel himself many millions of dollars and didn't seem to mind it one bit. In any event...hopefully he'll give a good chunk of this up to the campaign committees for their general election fund as they are asking but I wouldn't hold my breath...
