In some of the footage of his speech I noticed when he turned around and the shirt was tight on his back I could make it out.

Look at where his left arm extends out through the armhole of the vest. Shirts do not have that sharp "step" in them...
(I'm too lazy to post-process the photo with reduced brightness and a "shadowing" filter and upload it for posting on FR -- but the vest is definitely visible in that image...)
