Sure he knows “my birth certificate” is under seal.

His birth certificate (or whatever documents the DoH has on him) are not "sealed". He can get them (if they exist, or whatever they are) any time he wants them.

Like most criminals who are on the run running from the long arm of the law, eventually, they get tired of being on the run and turn themselves in.
It looks like he is about to break from all the pressure and all this hiding from the truth is getting old real fast for him.
He would not have said this unless he has something to hide and hidden for a long time.
