In this case it is very direct. There is no facade surrounding it. Houston has a history of 'unusual' votes that really are primarily financial in basis and non partisan.
For example, the stadium vote was going down in flames, exit polls were showing a loss. But all of a sudden a huge upswing in votes for the stadium occurred in Kingwood. ALL polls showed that the Kingwood area was more opposed to the stadium then all other areas.
Annexation was not popular and very few wanted any part of any Houston project. I don't know a single person that voted for the stadium. Yet the late returns for Kingwood were so hugely in favor of the stadium it went through. The contruction equipment was already on the site and the work started the day after the vote. The result was a foregone conclusion no matter what the voters really wanted.
