It's highly relevant.
If it is relevant, then we could say someone does not comply within five requests, it is a crime, but if they comply within four times, it is not a crime. That makes the criminality dependent on the time it takes the cop to say something, not on the action of the suspect. The speed of a cop speaking should not determine criminality.
A cop could just talk fast and arrest anyone.
People have to be able to reasonably comply.
