The report looks at a number cases of US exported terrorism, including attacks by US based or financed Jewish, Muslim and Irish-nationalism terrorists. This is much to do about nothing. Nothing in the memo implies in any way US Government involvement or sponsorship of these activities. They are playing a bit of word games implying exported but it is not the same as sponsored.
The CIA was simply assessing the potential damage to our diplomacy when homegrown terrorists or financiers from the US pull something overseas.

Yeah, Wikileaks or whatever are scum, but all the memo says is that because we are a free society, the little dirtbag terrorists that do start here are able to get away with more because they have freedom to without much government intervention and that there are rights that our citizens have that others don't.
So none of this is earth shattering and I think I could have written the same paper using common logic.

This was no doubt an intentional leak by the Obama administration intended to undermine US foreign policy. The order to write this paper probably came from the top.
