I would summize that any “object” attached to you or a piece of property in your posession could be removed without penalty...
I can think of one obvious exception: if your vehicle gets "booted". Better not try removing that device on your own.

I went into traffic court once to try to argue against a parking ticket I got (in Washington DC) and while I was waiting my turn I witnessed the case of a girl who had $3000 in unpaid parking tickets (!) and also was charged with trying to remove the boot on her car.

Her defense: "It wasn't me, it was my boyfriend."
