Is islam a religion or a state government?
The USA generally separates church and state. islam the church is also the state.
Does that change the rules for building a mosque in New York?
Can the government stop another government from building in its country?
There is no separating the religious aspects of Islam from it’s political system. Just like all totalitarian forms of government, Islam need to control its peoples’ spiritual life as well as their physical. “Higher powers” threaten dictators, so what’s better than to create your own and say he insists you follow the dictator?

I think Roman Catholics would be concerned. Afterall, the Vatican is a sovereign state.
So a mosque is an embassy as if the vatican wanted to build a facility in NY. As an embassy then, it would not be a church vs state issue - it is a state vs state issue.
