Penn DOT does a lousy job of keeping our roads up, but a great time of running the DMV. My average in and out time is around 20 minutes, as long as I avoid the mid to late summer rush when all the local high school kids are getting licenses. Then, it can be as much as one hour.

For some strange reason, most of the Penn DOT workers who are in the driver's license offices are not unionized, whereas most of those who work on the roads are. Coincidence?
