there is no guarantee the proposal will pass in this session of Congress, or even in any session.
There needs to be a guarantee that this proposal will never pass in any session of Congress. It's outrageous that lobbyists think this is the sort of thing Congress should be legislating, and beyond parody that we have to worry about Congress actually doing it.

I wouldn’t worry about this particular issue. The cell phone boys have way more $ to throw around Congress than the dying Radio and Recording Industry.
Off course if they strike a deal to stick it to all of us all bets are off.
