No. They - and you if you are not part of a government contract - can build it using any labor that they choose.
Thanks. I wasn’t sure on this point. Hopefully there will be enough of the rank and file to scuttle this project. I sort of doubt it though. The union bosses don’t care about the moral or ethical issues surrounding this.

Not all illegal aliens are non-union. They can be union members of any international trade union.
