Obama will “open his files” when it is most politically advantageous for him to do so, just like William Jefferson Clinton and George W. Bush did. It will be close to the time for reelection. It will be a massive “document dump” that will take a week to go through so that it doesn’t dominate the news cycle and the document drop will be on a Friday afternoon to minimize the impact on the 24 hour news cycle.
