Interesting idea.

What are the rules and restrictions of National Historic Battlefields? How do these rules extend to the area beyond the battlefield boundaries?

I don’t know. The main problem I foresee is that it might ensnare other businesses already on site that are not trying to stir up the pot!

I’d hate to run afoul of someone’s legitimate private property rights just to prevent this mosque from being built.

Daisyjane makes a good point about potential property right violations. That said, a case can be made that this building that’s being torn down is part of the battlefield because debris from one of the aircraft landed on it. If a building near a Civil War battlefield had shrapnel marks in it it would likely be considered part of the battlefield or at least a historic site.
