HOUSTON - The murder of 14-year-old Shatavia Anderson has cast the teen's death into the immigration debate.
On Thursday, U.S. Immigration and Customs Enforcement confirmed Anderson's accused killer, Melvin Alvarado, was not in the country legally. The 22-year-old El Salvadorian had been arrested twice on DUI charges and twice deported back to his home country.
"I believe this one has been deported twice, (came) back over here; killing somebody in Houston," said Ray Hunt with the Houston Police Officers' Union.
The Houston Police Officers' Union is lobbying for tougher illegal immigration laws in the city and state.
Police arrested Alvarado and Jonathan Lopez-Torres after the two confessed to Anderson's murder. Investigators said Alvarado robbed and then shot the teen in the back as she tried to run. Lopez-Torres, who is a legal resident from Honduras, drove the getaway car.
"We're extremely angry. We're angry when they kill a police officer. We're angry when they kill a citizen. It's just wrong and it's time to do something about it," Hunt said.
Illegal immigration is hot button political issue. Arizona kicked off a heated debate after its governor passed a controversial law taking aim at its illegal immigrant population.
Governor Rick Perry spoke about illegal immigration and border security following a brief meeting with President Barack Obama on Tuesday.
"As a result, our unsecured border is a legitimate threat to national security and its security... or I should say it's a threat to the health and the safety of our citizens," Perry said.

Houston is a sanctuary city for aliens, all of whom are criminals.
And the #ing politicians tell us we’re overreacting xenophobes.
A Country that cannot manage its guest list will eventually garner universal contempt.
Why are many politicians, including the President, fighting tooth and nail to get them to stay in this country with bribes of amnesty, etc.?
I’m outraged that Gov. Good Hair continues to play politics with the border.
The hispanic vote is more important to him than this little girls life.
This cute lil girl was murdered for her purse! Probably only had a couple of bucks in it.
Please, if you feel led, go to this link and leave a message for our Gov. to do anything necessary to close down the border and support an AZ style state law here in Texas.
