If the bombing does not occur within the next 8 days, the Israelis cannot do so without risking a massive nuclear spill.

Think neutron bombs.

Interesting. A neutron bomb would make the whole place far too radioactive to enter for a very long time. But even that may bee too risky. Better to just blow the damned place up before they put the fuel rods in.
