What they have to say for themselves is that Blacks cannot really be considered guilty of any crime, except the failure to rebel against the oppression of the White Capitalists. It is due to this historic oppression that the Blacks resist the structure of the White society and its legal system. Restorative justice would open the prisons and give those incarcerated Blacks another chance to live in a society that is free of White man’s oppression. (See, I’ve read Rev. Cone)

WA State is already working on early release programs, not for just Black people, but for all oppressed people (because we don’t have enough Blacks to really make up an aggrieved class of people). We have drug courts and half way houses, where prisoners are released back into the community with minimal supervision. We built a new prison that was completed for months before the Governor bothered to staff it. A new division of the dept of ecology took precedence.

Washington state was correct.

However, an announcement of the schedule of bounties to be paid for criminals killed during commission of crimes has mysteriously been delayed.
