I would imagine employers will have to have a special time clock for muslims.
All our maps would be obsolete. If adopted by the UN, then an airplane arriving from a Mecca clock compliant country would be using charts based on a different meridian.
The time issue is nothing compared to the full implications of moving our standard for world navigation.
