So if you are stopped by the cops will it record the police in any way? If so, will they try to prevent the device from operating? As in, “Turn off that recording device, NOW! Only we are allowed to record a police stop!”

If they don’t record sound (and it sounds like they don’t), the police are exceedingly unlikely to care. Sticking a bit of duct tape on the camera would blind it at any rate.
Oh yeah, Fornicalia does have this thing about totally clear windshields (and, IIRC, no license plate frames, even those that only surround the plate’s existing edges).
Now if these things were controlled with a parental key, that might be just dandy before loaning the car to the kids.
By now we all have probably heard the news that government employees spend significant time viewing pr0n while on the clock. I'm guessing that the SEIU in California is probably bitching about the lack of any new good pr0n they haven't already viewed and are probably hoping that they can have live video footage of some quality amateur nookie - preferably those kids using the car for their own Friday night brothel

The camera will most likely be located far enough back so that the gauges and driver are clearly shown. Makes it easier on prosecutors to prove that a person was speeding or changing lanes without signaling when you can show the judge the video.
Move your car from your garage to the street to wash it without fastening your seat belt, and you'll find 150 bucks deducted from your bank account for the seat belt violation. Drive behind a pedestrian in a crosswalk without waiting for him to step up on the sidewalk on the other side, and it'll be 400 bucks gone.

Especially since this equipment has nothing to do with prevention or safety. If anything, it is a device the owner is forced to pay for that can be used against him in a court of law. Pretty sick thing being forced to purchase something that ultimately violates the 4th and 5th amendments.
Those slow street crossers, after all, might have an urgent need to retrace their steps to the street corner that they are now more than half a street width from.

California is one of the few states which does not allow you to put your GPS unit on a suction cup mount on the windshield. We installed a metal disk on the dash so that we could use ours in California. Otherwise, we drove across the U.S. and nobody else seems to care. We also used a windshield mount in France, Switzerland, and Germany.
